Population, Family Planning, and Family Development (Kependudukan, KB, dan Pembangunan Keluarga/KKBPK) is one of the important programs in encouraging human resource development. Several regulations have been implemented to support the KKBPK program. One of them is Undang-Undang No. 52 Tahun 2009 concerning Population Development and Family Development, hereinafter referred to as the Population Development and Family Development Law, which has stipulated that the population is a central point in sustainable development. Important aspects of sustainable and inclusive development, where all residents can participate in the development and can enjoy the results of development equally, including: (1) birth control; (2) reduction in mortality; (3) directing population mobility; and (4) improvement of population quality.
From the institutional aspect, KKBPK Program is the responsibility of various elements ranging from the central government to district/city government. In the central-regional division of authority within the framework of decentralization and regional autonomy, the KKBPK Program under the authority between central government, provincial, and district/city. This is stated in Undang-Undang No. 23 Tahun 2014 concerning Regional Government, hereinafter referred to as the Village Governance Law. As the matters are (1) Population Control; 2) Family Planning (KB); and (3) Family Welfare. Meanwhile, there there are two main affairs under the central authority, which are the standardization of family planning services and the certification of family planning counselors.
